because it:
(4) Introduces commercial advertising signs into areas where commercial advertising signs
are otherwise prohibited;
§ 93.02 RULES GOVERNING USE
(E) Offensive conduct. No person shall deface, damage, or remove any structure, tree, plant, soil,
rock, or other property in any park without permission from the Manager. Conduct prohibited by this
division (E) shall include, but not be limited to:
(1) Affixing signs, posters, or advertisements to structures or property;

§ 155.22 PROHIBITED SIGNS.
(A) In addition to the signs listed below, signs that are not specifically permitted in this chapter
are hereby prohibited.
(B) Without restricting or limiting the generality of the provisions of the foregoing, the following
signs are specifically unauthorized and therefore prohibited:
(13) Signs affixed to utility poles and fences. Signs painted, attached or in any other manner
affixed to trees, rocks, or similar natural surfaces, or attached to utility poles, bridges, towers,

Hilltop
The city of Hilltop defers to the surrounding city of Columbia Heights

Falcon Heights
Sec. 113-470. Certain signs prohibited.
No sign will be permitted that provides refuge from police surveillance, tends to accumulate
debris as a fire hazard, or in any other way is a hazard to the public health, safety, convenience
or general welfare. Private signs are not permitted within streets or other public rights-of-way,
except on courtesy benches as regulated herein.

Sec. 113-472. Signs in public right-of-way.
Signs shall not be permitted within the public right-of-way or easements except as follows:
(1) Public traffic control signs are permitted in any right-of-way.
(2) Signs erected by the city or the jurisdiction controlling the right of way.
(3) Courtesy bench signs are permitted on courtesy benches in the zoning districts specified herein.

Sec. 113-489. Advertising signs.
Advertising signs are prohibited. By October 1, 1985, all advertising signs shall be considered to
be fully amortized and shall be removed by the owners.

Sec. 14-728. Signs or advertising without license.
No person shall exhibit or maintain any sign, usually known as a pawnbroker’s sign, or in any manner advertise to loan money on deposit or pledge of personal property or other valuable thing, without first having obtained a license as provided in this division. Noncompliance with the terms of this division will be a pirma facie evidence of the fact that a pawnbroker’s business is being prosecuted and carried on.

North Saint Paul
§ 130.08 ADVERTISING ON UTILITY POLES.
(A) No person shall fasten in any manner any advertisement, poster, picture or painted sign of any description upon any lamp post or upon any mast or pole in the city used for supporting or conducting any wires or cables.
(B) The owner of any mast or pole standing in any street in the city used for supporting or conducting electric wires or cables shall not permit any person to attach thereto in any manner any advertisement, poster, picture, paper or painted sign of any description.
(C) Nothing in this section shall prohibit the posting of any sign on any post or mast where the same is directed by the city.
